Exco Crude Oil

Hector Webber is an entrepreneur originally from northern Mexico who now resides in San Antonio, Texas. He attended the University of Texas at Brownsville where he studied business administration and international business. His knowledge of cross-border commerce has been essential in understanding business relationships in both Mexico and the United States. Using that entrepreneurial spirit and acumen, Hector started his first company in import/export at the young age of 21 while later transitioning to manufacturing and the maquiladora industry. As founder and president of Exco Crude Oil, Hector has spent the last 16-years in the petroleum industry expanding his operations to include purchasing, treating, transporting, importing and blending petroleum products throughout Mexico and Texas. Through his companies and affiliates, Hector has processed over 20 million barrels of oil.

Abraham Hinojosa is a native of Matamoros, Tamaulipas Mexico. He is a 2003 graduate of the Universidad Regiomontana in Monterrey, NL with a degree in business administration. As a ranch owner, Abraham has extensive experience in the agricultural sector in Mexico while also having worked previously in the financial sector in the United States at Estrada Hinojosa & Company, Inc. For the last 7 years, Abraham has dedicated his efforts to the energy sector in Mexico and currently manages all operations for Grupo Exco Oil de Mexico including production, site management, logistics and exportation. Daniel Hernandez is a native of the Rio Grande Valley and a 1992 graduate of the University of Texas at Austin with a BA in Government and a minor in Economics. Daniel has extensive experience in cross-border commerce through 16 years of experience in the insurance industry and business activity in both Mexico and the United States. He has spent the last 3 years working with Exco Crude Oil in charge of operations, logistics and import issues for products crossing from Mexico into the United States. Hector Cueto is a native of central Mexico and is a graduate of the Instituto Politecnico Nacional in Mexico City with a degree as a petrochemical engineer. Hector has 30 years of petrochemical and hydrocarbon experience working in North and South America, Europe and the Middle East. He has worked for prestigious international companies such as Dow Corning de Mexico, Exxon Energy Chemical, Nalco Exxon Energy Chemicals and Nalco Petroleum. His specialization focuses on crude oil treatment at the drilling sites and refineries including emulsion breakers, asphaltene and paraffin stabilizers, anticorrosion treatment and chemical tank cleaning, to name a few. Nelly Delgado is a native of northern Mexico but has spent the last 32 years living, studying and working in the United States. She is a 1994 graduate of the University of Texas at Brownsville and a 2008 graduate of the University of Texas – San Antonio. She has 10 years of social work experience, 5 years in the cross-border import/export industry, and 7 years of business management. Daniel Lara, originally from Monterrey, Nuevo Leon Mexico, has spent the last 7 years in the petroleum industry in Mexico specializing in onsite and field operations. He currently oversees all Mexico field operations for Grupo Exco Oil de Mexico with an emphasis on hydrocarbon blending, chemical analysis, quality control and safety measures. Claudio Webber, originally from Tampico, Tamaulipas Mexico spent his formative years in Mexico City. Claudio has extensive international sales experience and logistics with chemical and petroleum products working for Forma Vitrum throughout Latin America. Jacobo Dominguez, a native of northern Mexico, is a graduate of the University of Monterrey (UDEM) with a degree in Business Administration and the Confederacion de Asociaciones de Agentes Aduanales de la Republica Mexicana (CAAAREM) in Mexico City. He began his entrepreneurial career with ranching and real estate holdings while also operating binational (cross-border) companies. He has extensive experience in coordination, logistics, importation, accounting and administration. Jacobo has applied his skills to the hydrocarbon industry with Grupo Exco Oil de Mexico managing operational offices and onsite production facilities in the northern Mexico region. Advisory Board

Attorney – Mexico

Orlando Padilla is a native resident of Mexico City. He is a 1994 graduate of the Universidad Autonoma de Mexico (UNAM) with a law degree and a 1998 graduate of Tulane University with a Master’s in International and Comparative Law. Orlando has worked in various positions in Mexican Federal Government including federal security, the attorney general’s office and the department of prisons. Orlando advises Grupo Exco Oil de Mexico with regulatory and patent issues.

Advisory Board

Mark J. McAdams is a graduate of Stanford University and the University of Texas School of Law. He speaks regularly, connecting with audiences on topics of business valuation and transfer /transition strategies, executive benefits, risk/protection planning, as well as investment planning. Mark works primarily with closely held business owners, shareholders or partners of mid-sized companies and family offices. He has over 22 years in the services industry, including law, financial planning, and investment planning, His personal work experience includes being a business owner himself and attorney. Donald L. Allman is the President, Principal and Founder of the Accounting Firm of Donald L. Allman, CPA, PC.  Don graduated Magna Cum Laude from Southwest Texas State in 1988 and was also a four-year football letterman, also earning Academic All-America honors in 1986 and 1987.  Don started his CPA career at Melton & Melton in Houston in 1988 and passed the CPA exam in 1990.   Don spent 12 years working with other CPA firms and 4 years in governmental auditing and then opened his own firm in 2004.  Don has extensive experience in Oil & Gas accounting and taxation and has worked with Mr. Hector Webber for many years.

Neva Allman has been a bookkeeper and office manager for Donald L. Allman, CPA, PC for 9 years.   She attended the University of Texas and has worked as an office manager/bookkeeper for 16 years.

Charles Cravens is a native of California but has spent the last 40 years in the crude oil industry in South Texas. Charles has extensive experience in all aspects of crude oil operations specializing in quality control and hydrocarbon blending. He currently serves in an advisory capacity to Exco Crude Oil while also serving as a plant manager for South Texas operations.

Petrochemical Engineer

Ivonne Gonzalez is a native of central Mexico and graduated from the Instituto Politecnico Nacional in Mexico City with a petrochemical engineer degree. She has over 30 years of experience in the public and private petrochemical sector in Mexico working for international companies including Nalco Exxon Energy. She specializes in the development of petrochemical compounds for the treatment of crude oil, chemical treatment of storage tanks and the sale of processing and basic scientific engineering equipment. Ivonne currently serves in an advisory capacity to Grupo Exco Oil de Mexico chemical compounds and field operations.
